        Raisons de la décision d"adjudication: Après évaluation de tous les critères d"adjudication conformément au cahier des charges (critères de qualité et de prix). L’offre du soumissionnaire a convaincu surtout dans les points suivants : - CA 1 : Expériences pertinentes au niveau sous régional et national; multi-bailleurs et multi-pays en matière d"appui à la décentralisation avec une équipe pluridisciplinaire adéquate et expérimentée - CA 2 : Bonne compréhension d"ensemble du mandat. - CA 3 : Bonne proposition d’ensemble des agendas avec une organisation bien décrite et flexible, ce qui est favorable pour la gestion du mandat.
