      Raisons de la décision d"adjudication: CA1:Qualification et expériences de l"organisation et de l"équipe désignée (chargée de la mise en œuvre) : La proposition est celle d’un consortium aux membres complémentaires et pointus dans leurs expertises. CA2: Compréhension du mandat et approche globale : La proposition est claire et bien structurée avec une theorie de changement qui reprend les attentes de la DDC CA3: Démarche et organisation : Les tâches attendues pour la phase préparatoire et la phase d’exécution sont bien comprises et les agendas bien détaillés distinctement. CA4;Coûts et finances : Le budget est globalement bien réparti avec un mixage des profils locaux et internationaux. Les fonds administrés sont optimisés.
